Kafka, my male dog mixed, has threw up, scratches in the ears, and itching and scratching

My dog has been scratching himself a lot recently (last ~2 months). I have treated him for fleas, I have applied spray to attempt to alleviate any excessive itching. He does not have hair loss, nor ticks, and it does not seem like he has mange. What else could be causing the scratching?
